When will Apple stores have the 2012 MB Airs with Mountain Lion pre-loaded for sale?

Are they there already - or does it take a certain amount of time? Anyone remember from last year?

It depends on each store's inventory. It doesn't matter, though, because if you buy one with Lion preinstalled, you can upgrade to ML free:
Customers who purchase a qualifying new Mac computer from the Apple Online Store, an Apple Retail Store, or an Apple Authorized Reseller — or an Apple Certified Refurbished computer from the Apple Online Store — on or after July 26, 2012, that does not include OS X Mountain Lion can upgrade to OS X Mountain Lion for free.

I'm waiting until I can get one preloaded with Mountain Lion.

I understand that the upgrade is free -- I just don't want to have to do it. A clean install of Mountain Lion is preferable to me than an upgraded install from Lion to Mountain Lion.

I was like you but I couldn't wait any longer, especially since I needed to order BTO to get 8GB RAM. I was running out of time since I have to leave for school on Aug 9. It turned out that I'd rather upgrade ML myself than not have a computer for school. I ordered it just in time. My Air gets here 3 days before I leave.
