My work computer was upgraded from a 2013 15" rMBP (512GB) to a 2017 15" rMBP (512GB).

After wiping the 2013 rMBP and reinstalling the OS, BlackMagic is showing low 400 MB/s for both read and write. This is about 50% of what I recall the speed being when it was new (four-and-a-half years ago).

Is this normal?
 
The early 2013 MBP's used SATA drives and 400MB/sec. wouldn't be bad (it wouldn't have been able to do 800MB/sec though). The late 2013 MBP's used PCIe 2x and 400MB/sec. would be slow, but if you did the test immediately after reinstalling the OS, it could be that the SSD was erasing the NAND cells in the test area and thus the lower write speed. If TRIM is enabled, if you give it some time, that may help. 400MB/sec. on the read would be slow. If it is the late 2013 MBP, it could also be "age" (really age would be more related to how much the SSD has been used, particularly writes, than chronological age).
