The user reported that it was sleeping, closed, not plugged in, and the fans were running. It would not wake up and eventually fans stopped. She plugged it in for a few hours and still nothing.

I've tried resetting the SMC...it will give the LED color change on the power adapter to indicate it worked.

I've even tried shaking it to trigger the SMS.

After both, when I push the power button there is a subtle "Squeek" sound from the lower left. However no other signs of life. No fans, no screen, no caps lock light...nada. The computer is very clean. I removed the back panel it shows no sighs of spills, and is actually very clean and dust free.

Any ideas on what could be wrong or what parts I may be able to replace? No Apple Care.

Well, sounds like a battery or power supply issue. If you ask iFixit it‘s quite hard to do anything yourself on an Air, but battery and I/O board could be manageable.
 
Disconnect the battery, connect the charger, the magsafe2 led should turn green, don't touch the machine, see if it turns on. If it turns on a runs normally, power down using the menu. Once powered down, press the power button to see if it boots. If it does, it's probably a bad battery.
