I received my new 2017 13" TB 512gb MBP today, replacing my 2016 TB 256gb machine, and I've spent the night setting it up. I had them side by side comparing the dock, finder favourites etc.

One thing that struck me was that at full brightness the 2016 MBP was noticeably brighter than my new 2017 MBP..... Even my wife noticed and, not being too mean to her, she couldn't tell the difference between my 2011 and 2017 27" iMac....

Anyone else noticed this? I've got file vault turned on but that shouldn't make a difference should it?

Screenshot? File vault will make absolutely no difference.

If Apple says the screen is supposed to be brighter - take the two to the Apple Store and demo your defective unit right in front of them and get your replacement.

Is the 2017 screen auto adjusting to a darker brightness setting?

That was my thought and why I suggested trying it under different lighting conditions. Also, Apple often uses screens from multiple vendors so this be vendor X versus vendor Y. With that said, the 2016 MBP has one of the brightest measure screens in the business. So I am surprised that someone needs one brighter unless they work a lot outside or next to a window.
