I have a 2017 Macbook Pro w/ touchbar. There is a noticeable tingle near the charging port when DC is applied though the USB-C connector. I don't have a multimeter to hand, but I suspect its an earth grounding issue.

I live in australia (2 pin plugs), although I'm currently in the UK. I've found another USB-C mains adaptor but ironically it has a plastic earth pin.... go figure...

Given that this is an all metal chassis, I presume there is a short. I have just had the top side replaced due to a faulty battery. This was present before the swapout but I had previously dismissed it as I attributed it to the fault. Given that it has persisted, I assume there is either an issue with either the repair or this is 'within Apple's tolerances'.

As irritating as it is to my palms, I do intend to use this as an audio input in the near future and fear that if my suspicions are correct, it will manifest as unacceptable noise.

I'm currently travelling which makes popping into a store somewhat inconvenient. That being said, there is only one store covering the whole of Western Australia so I'm keen to address this before I return home.

Any thoughts?

I don't know about Australian/UK power and Apple power adapters, but in the US, the Apple power extension cord which used to come with the power adapters, but is now an extra cost item, grounds the power adapter properly and eliminates the tingle. It's not a short in the computer; any computer with a metal outer chassis and ungrounded power supplies can have this. I first experienced it with a titanium PowerBook G4 ages ago.
