2019 MacBook Pro headphone jack

Does the jack support digital audio output like prior MBPs? If not, I guess I need a TB3 dock that has a Toslink jack.

That's been gone in new Macs for almost 3 years.
Apple is unlikely to re-add built-in digital audio out after dropping it from 2016 MBPros, probably related to the move to TB3.
So, yes, you will need to use some kind of USB audio interface, or whatever is your favorite TB3 dock.
