new to having a MacBook came from 2014 iMac. if that matterers I dont know. but on every site im being asked to allow cookies its driving me nuts. any info on this thx.
 
More details would be helpful:

1. Which macOS version are you using?
2. Which browser are you using?
3. For that browser, what are your privacy settings? Is block all cookies enabled?

This is why.
The cookie notifications are a result of the laws such as GDPR of the EU. Websites are capable of collecting user identifiable data and track user behavior across the browser and use this data for targeted advertising and other purposes. Most of the time users of the website are not aware that such data is being collected and do not know what these data are used for or with whom the data is shared. Now, these data can be used for the targeted advertising where the advertisers provide users with relevant advertisements based on the behavior on the web. This improves the success of an ad campaign. But now the website needs to take the users informed consent from the users before they collect any of these data. Hence, they are asking you to save cookies.
Many websites have changed their privacy policies after the law and the recent developments of user data breaches in the tech industry. This will help make the users understand what data are collected using cookies and what happens to it after they are collected.
All these are required by the law for websites to be absolutely transparent about the data that are collected. This will help remove any privacy concern that the users might have and they have the option to opt-out of the data collection.
