24hr Time not going back to 12hr time?

I put on 24hr time recently and then switched it back to 12hr time, however the time at the very top is 12hr time but when the iPhone 4 is locked...the screen shows 24hr time?

I tried switching them back on then off but there's something wrong...it just won't go off of 24hr time on the lock screen and my previous call list is showing the time for 24hr even though I've got 12hr set to on.

Ideas?

Yes, numerous times. I've also tried turning off/on the time to set automatically with the same result.

Weird, only other thing I would suggest is a restore.
