I was wondering if anyone had any idea -- based on past time frames -- of when we will start to see the new 27" iMacs out on refurb?

Considering they're pretty new and having trouble making them fast enough I'd say you probably have quite a wait. How long is anyone's guess but if you need a new computer then just use the time to save your money and buy when you're ready.
