Is 28.83 fps a standard frame rate anywhere? I received a reference QT with this frame rate (its an animation) and I'm wondering what this frame rate is; standard pulldown, telecine weirdness etc??

Edit:
It seems like there are some dropped frames in the original QT. There's about 6 seconds where every other frame is dropped, both in the burn-in and in QT's 'Frame Number' window. Looks like it might be an encoding/QT issue.
