I was watching videos that show how to make sure 2FA is turned on. In all the videos it show either on or off. On my phone I have an arrow beside 2FA. When I click it, it shows my other devices. Does this mean it is on. Does it say on or of in ios 18?

Yes, it's on. Just showing that the other trusted devices will be used for recovery, authentication.

If you don't have any phone numbers setup in that list, might be a good idea to add a landline number, different cell number, something that is not your cell phone in case problem getting to/into trusted devices: can get the 2FA code via a phone call.
