Yep, The data is per phone, so 2B each phone, on TExt message, you can get unlimited for all phones for $30 (when you have 2 phones is expensive, but when you have 5 phones....is great about $6 per phone unlimited text)

For what it's worth, on our family plan everything is shared (voice and text) and the only thing separate are the data plans for the two iPhones.
