3.0 Beta2 ATT Only Tethering Question

I've tried searching for an answer, but can someone quickly sum up how it is possible to trigger the Tethering on the new 3.0 betas?

The questions are:
Is it possible to do without jailbreaking?
Is it possible to do with ATT?
Does it require manually modifying the firmware (.ipsw)?
Can it be done by someone who would not refer to themselves as especially skilled in "mods"?
