3.0 release on the 17th, what time?

Just likely when stores open. I'd be surprised if they opened for early releases, but I could be wrong. I'd call a few places near you a couple of days before the 19th to see if they know if there'll be an early opening.

Were talking about OS 3.0 not the iPhone 3G S.

Obviously the OP does. All I know is that I'll have to wait a couple hours after it comes out since I'm getting mine from my little green goblin.
