iOS 3.1.3 probs

my device is 3.1.3 and my sdk is 3.1.2 is that a reason why application does not load into my iPhone ? it downloads to an iPhone 3.1.2 .. i am following provisioing procedures corectly.

what should i do now ? downgrade device to 3.1.2 / sdk upgrade to 3.1.3 ?
