3-finger swipe only in full screen?

Hello,

As a new Mac user, I love the 3-finger swipe to switch between programs. But this only seems to work when programs are full-screen. I don't like full-screen very much, because I like to have the menu bars on top at all time.

Can I use this swipe without going full-screen? Or I am condemned to go to Dock every time or use CMD+TAB?
