After installing Leopard, in my User/Sites/Images folder, there are three graphics...1 is a "powered by Apache" graphic, 1 is a "X" graphic from the OS X 10.0 days, and the last is a little graphic that says "Personal Web Sharing: Off" (like a screen shot).

I never recalled anything like this before on my computer....very strange.
 
They are part of the built-in Apache web-server. If you activate the service and bring up your IP you will see the default Apache page with images unless you add your own site.
