30" Cinema Display - Does it turn on without a computer connected?

Was offered a 30" Cinema Display.

Seller tested turning it on just by connecting the PSU. No LED showing and the display doesn't turn on. No Computer or accessories connected to it.

I'm not familiar with these displays, do they not turn on without anything connected or is something else faulty?

It needs a Mac connected to it to function properly.
