3400c will not power on

Hello all. I was givin a powerbook 3400c. i plug the power in the green light comes on in the top right but i've tried pushing the power button. i've try the reset in the back. i've tried the cntrl Power apple combo. and nothing happens. I'm a pc guy wonder to the apple side so sorry if i miss some of the right terms. The other is that this laptop has been sitting off for a long time so i was told. My thoughts was to pull the hard drive and try to power on then but not sure?
