Why does the screen rotate 360 degrees for certain apps but not others? Even when using Safari, it doesn't rotate 360. The reason I'm asking is that often I like to have the headphone port on top instead of the bottom.

I'm presuming it's hard coded in to some apps to permit 180° rotation. But why Apple would permit the Springboard to rotate fully but not Safari is beyond me.

Doesn't seem consistent.
