How many would buy a touch with 3G access? If would have data charges, but no phone charges.

You already can - it's called a Sprint Peel. A MiFi sled that wraps around the 2nd and 3rd Gen iPod. Makes it a little bulky but beats carrying a separate MiFi device in your pocket. And I can connect up to two devices, so my WiFi iPad is also Internet connected on the run. And I still pay less than a third of what a typical iPhone user does (with 200MB base plan). Yes, a poor man's iPhone.
