3G not working pls?

Hi, i got an ipad which is activated from a friend who was having problems with it. We live in the UAE and when i put simcard in ipad it shows my carrier "etisalat" and 'E' but when try browsing on safari it says "Could not activate cellular data network". Also, i dont have a plan but im using a prepaid card and browsing charges will be deducted from my balance. Can anyone help me?
 
Problem solved...entered etisalat.ae as APN settings. Anyway can anyone direct me to a site which as APN settings for all the worlds major carriers?
