No. There is no 3G unlock*, and you can unlock the 1st gen iPhone for free using Pwnage. The fact that they offer a 3G unlock is strong proof that they're full of it.

* Not that a 3G unlock would do you much good stateside, you can't use T-Mobile's 3G network, so you'd be stuck on their EDGE network
