3gs 4.0 visual voice mail and mms not working

I have looked through many forms but i cant find anything the works to make my mms and vissual voice mail. the visual voicemail it will just go to calling my mail and not visual. and there is no mms option.
My ipohone 3gs has 4.0 jailbroken on it
