3GS as go phone after upgrade

I have a 3GS I'm currently out of my 2 year contract but still pay month to month. I plan to upgrade and get the 4s but my question is can I turn my 3GS into a AT&T go phone after I upgrade to th 4s WITHOUT jailbreaking it. any help or tips appreciated
