3GS on launch day, can I upgrade? Confused

Yeah, I shouldn't be confused, but I am. I bought my iPhone 3GS last year on launch day, am I elidgable to upgrade to 4 for $199 on June 24th?

Sorry if this has already been asked, I'm sure it has, but I'm on my phone on edge
