3gs ON O2 Business UK - PAC code needed BEFORE Credit check?

Just been off the phone with O2 Business in my quest get a 3GS..... apparently I need to provide a PAC code before they do the Credit Assessment. I was under the impression that this could be given upto 28 days after the contract and been successful.

Does anyone have any ideas?!
