In Norway you may ask the cell phone operator that you bought the iPhone from, to unlock it for you so that you can use it with other operators. They did this for me over the internet through iTunes.

If I now were to do the Spirit jb (3gs, 3.1.3), would I lose this "unlock"? Or does that only apply to hacked unlocks...? If I lose it, will I "regain" it if I reset the device?

If your phone is factory unlocked, it will always be factory unlocked regardless of what you do to it. The only thing that can interfere is if you try to "hacktivate" it. So always uncheck "activate phone" when jailbreaking (if that is an option)
