3gs voice control issue

when im playing music on my 3gs and want to change songs, i simply hold down the main button till i get the voice control screen then speak my command like....next song.....however i get a response that says "there is no music playing do you want to play music now?" i have to say no for the change to take place. is this normal?
thanks so much....this is my first posting on this site.
