Howdy. My niece's phone is a 3GS w/ 4.3.3 & 05.16.02...I read this:

I can use redsn0w to upgrade the phone to the iPad BB & then unlock it? Is this true?

yes but understand cause in effect suchas loosing gps etc...

You will never be able to upgrade or restore to official firmware with itunes.
Only to custom JB firmware from now on.
