3rd Party app Quick Reply does not show keyboard on lock screen

Ever since 3rd party Quick Reply debuted, it's never worked for me on the lock screen. When I do QR from the lock screen, it shows the entry field but a keyboard does not pop up.

It works just fine when unlocked.

I'm using the standard keyboard. And Touch ID is enabled. QR works just fine with Apple apps. But it never works with 3rd party apps. I use it with GroupMe and WhatsApp.

iPhone 6 running 9.2.1.

Any ideas?
