3rd Party Applications Won't Open When Internet Down

Has anybody else experienced this? Applications like Microsoft Remote Desktop, VLC etc will not launch if the internet is down and the gateway/WiFi is still connected.

I presume this is something to do with GateKeeper.

This is annoying as the internet can be flakey where I am, but I still need to be able to Remote Desktop to several machines for diagnostics.
