3rd party apps. Security won't let me Donald.

Installed M. L. And now I get message that my security settings won't allow 3rd party downloads -installs. I tried to open the security preference pane in system prefs window but it just sits there with a mess. " loading Security &privacy", but nothing is happening.
Anyone got a clue ?????????
