in 2020, are we still stuck with this issue and 1 solution, soundflower?

I am about to get a mini and an LG monitor so I am curious about this one ...
 
I have a new Mini with a new 32" BenQ monitor connected with a USB-C to Displayport cable. The volume keys on my new Apple Magic Keyboard cannot control the level thru the BenQ - in fact, if you press one then it shows the speaker icon with a circle that has a slash through it (like a "do not enter" sign).

Not an issue for me though, because I use a pair of studio monitors connected to the headphone port. The volume keys work properly with this.
 
sorry for the confusion ... apparently, when you hook up a monitor to your mac stuff, you lose the ability to control the volume through you keyboard and have to manually adjust through the OS.

Ahh then yeah SoundSource should do exactly what you'd want. The app has a feature called Super Volume Keys: "HDMI devices, DisplayPort audio outputs, and more fail to support the volume keys found on Mac keyboards. SoundSource makes those keys work with any outputs you have."

This allows you to be able to use your media keys on a keyboard just like you would when you use your Mac without the external monitor. This video (around the 6 minute mark) should help you.:
