4.2.1 to 4.3.1 killed 3G data speeds?

Updated to 4.3.1 from 4.2, 3G speeds basically gone? I could easily see 2 to nearly 6 mb download speeds before the update, now im lucky to hit .03 mb down. Upload dropped by about 30% from 1.5 avg to the 900 kbps to 1.2 mb range.

Anyone experiencing the same?
