BACKROUND INFO:
Well I deleted Cydia and well thats not the problem because I wanted to unjailbreak my Iphone 4 and well you know how when you shutdown/or reboot your Iphone that is tethered you and to re tether it well after I deleted cydia I rebooted my phone and it didn't finish untill I retethered it.

QUESTION:
My question is how do I really unjailbreak a tethered IPhone without restoring it?

you need to restore it, its the only way.

Deleting Cydia has done nothing to do with removing the jailbreak, jail breaking means giving root access to your phone. Once you have that then you can run what you want on there (which is why so many tweaks in Cydia change core applications, allow theming etc)
 
Jailbreak =/= Cydia. Cydia is simply a browser that allows you to install things. If you want to get rid of root access, a restore is necessary.
