I remember the YouTube video that went our showcasing the 4-5 finger gestures for the iPad that allowed you to switch between apps, exit to home, and pull up the multi-tasking bar. Will these features be present in the March 11th release of 4.3?

Nope, those weren't enabled by default in 4.3, you had to register it as a developer device to unlock the option. It's there for developers to test with and make sure that their own apps/gestures don't conflict. I'd expect to see them in iOS 5 this summer.
 
I don't think they will be in the official release but they are really awesome when you use them. Probably in the next big update.
