4.3 - Hotspot breaking USB tethering

I've just upgraded to 4.3 and now it seems Tethering is gone and is replaced by Hotspot on my 3GS. It still works fine in Bluetooth mode, but in USB mode, all I get is this.

As anyone gotten this to work with 4.3 on the 3GS ?
