Not sure what you mean here... is it water resistant up to 50 meters? yes, for Series 2 and the new Series 3 (not Series 1). The watch will not break if submerged in water.

The problem with water is that the touchscreen doesn't work well of your watch or hands are wet, just like when your hands are wet and you try to use your iPhone, it doesn't work correctly.

So watch 3 will pair airpod same pair with phone in pocket ???
2 device together how it deal which one will be use first ,???

I have, according to the statistics on the phone, used 16.6 megabytes of data since Friday night to Wed night(tonight). I am not away from phone for a full 8 hours a day - it varies for me - but usually during the week I will be out about 4-5 hours when watch would only be on lte.
I don't know if that helps or not - but it does not seem, in my case, to be using a lot of data.

I have ATT 6 GB sharing plan and it build no charge if data executed use all before cycle but connection speed automatic slow down to 2G , in this case will a watch work too ????

2G Speeds on the Apple Watch? That would drain the battery life on Apple Watch quickly, even if 2G speeds were possible, which I don't believe they are on the Apple Watch. You Need to contact your carrier.
