I didn't read whether the hotspot capability will cost extra, or if it's included in the data plan you purchase?

Is the new hotspot feature exclusive to The New iPad or does it just come along with iOS 5.1? (in other words, will older iPad's inherit the hotspot capability?)

Anyone know for sure?
