Are we still stuck in the past with no way of getting our 4K 60 videos to play on an external monitor or tv?

Some eBay sellers claim to have new dongles that output 4K 60fps thru new 18Gbps HDMI cables. But, I don’t trust it. Is the lightning port even capable of outputting 4K?
