4K Monitor with the new MBP 13" Touchbar

Yes. In fact its supposed to be able to run 2 at 60hz or 1 5k @ 60hz. I used a new MBP without touchbar with a 4k display @ 30hz and it worked fine.
You do have to check on the capabilities of the adapter and interface. My hub only supports 30hz 4k but there are others that support 60hz.
 
I don't think there is a (non Thunderbolt) hub that supports 4k/60Hz, but a USB-C to DisplayPort cable should do fine.
