just started to record in 4k/60fps with my gopro 7. Never have had an issue with playback. Have been recording @2k/60fps. 4k playback in imovie is choppy. my Macbook pro specs: 2014,2.8 ghz dual core intel core i5, 8gb, graphics intel iris 1536 mb.

It looks like the GoPro 7 records in HEVC (H.265) compression, which will just never play smoothly on your computer. Newer computers have the ability to decode that format in hardware, but the older Macs like yours have to do the decoding in software.
