I replaced an Apple TV HD (2015) with the 4K 2021 model for a friend . The TV is an older Mitsubishi 1080p that does not have CEC or equivalent. When the Apple TV HD model was connected volume up and down as well as mute functioned. The 4K model will not control the volume and mute no matter what. I tried learning the TV remote, it learns it, I saved the remote and select it, but it appears not to send the IR signals to the TV or is not compatible thought it learns it OK. The Apple TV is right on the receiving sensor, so it is unobstructed. I tried on AUTO as well and with the control TV toggle on and off. Nothing works. Called Apple, however the advisor was clueless insisting that if the TV lacks CEC it cannot control it (ignoring the IR learning feature and the fact the older 2015 Apple TV had no issue). Of course the TV OS is the latest. Any ideas?
 
First thing I would do is test out the new Apple TV and its' remote on a TV that does support CEC. If it works, then it's back to testing the other TV. This rules out an issue with the box and remote. Remote does need to be fully charged or on a charger for testing.

Consider trying the older Apple TV remote with the new Apple TV. Apple redesigned the remote recently so it could be the remote is just not compatible with the TV (due to its age). Some people downgraded remotes because they didn't like the new remote. Worth a try.

Why connect a newer Apple TV to and older device? Seems like it would make more sense to upgrade the TV as well.

I will test the apple tv on another TV.
I doubt the remote itself can be the culprit, as the IR codes come from the box not the remote, and the remote is communicating fine with the box.
The reason they are using the older TV is that it has a superb 1080P panel.
