I have an older 4K TV - Samsung UN55HU6950 which is a 4K Ultra HD LED TV. Will I be able to take advantage of the new 4K apple tv or do I need a newer 4K TV with HDR?
 
Yes, you'll get 4k but no HDR. IMO HDR is soooooo much more important than 4k. With upconversion and your typical viewing distance most bluray will look just like 4k. But HDR is where the real difference is.
 
Unless you pay for a very good TV, the HDR benefits are not incredibly noticeable. Out of four 4K HDR TVs that I've watched at home and friends houses, only the OLED 4K TV that costs $2500 had very distinct HDR wow factor. It was impressive. But better $1500 better than the one I have? Not worth it to me.

Eventually extremely good HDR sets will hit lower prices. If you aren't in a rush, wait for one of those.
 
I have a 2016 LG OLED tv. HDR10 is impressive, but what is really impressive is DV HDR. So if you ever upgrade your tv, get one that can do HDR10, Dolby Vision HDR and HLG.
