4S-Apps Won't Download/Update

I am not sure what to do. I have removed everything from my Itunes download queue. I still cannot update or download any applications. Everything says waiting. I had this problem before..I did a phone restore and it didn't correct the problem..just started working again one day..now it is happening again. Runnning 5.1.1
