4S IM notification bubble wont go away

The IM red notification bubble on my home screen shows "1" message waiting when there is none. If I get a new message it will show "2", then when I read the current message it will go back to "1" again. I have tried to reset the phone to no avail. Does anyone know a fix for this?

What do you mean by reset? Did you power on/off or restore the phone entirely?

It's my Iphone 4S

Restarted it with the home and on/off button at the same time and then held it until it came back on.
