Hey, I have a 4S meaning the default Camera app will record in 720p. I'm going on a trip to NYC this weekend and would like a bit more space to record. Are there any apps that record in 720p, or are all apps locked into using whatever the iPhone's Camera app records at?

I think you mean the default camera app is 1080p. I don't think there is any apps to "reduce" the quality. Why would you want to reduce it anyways?
