4s sim problem

I recovered my sim from a water damaged iPhone 4S i had on a sim only deal on 3,Ithen bought an unlocked 4S second hand but can't acquire the 3 signal although it will send and receive emails,I have exhausted my efforts to determine why,Can anyone suggest,Maybe the sim is faulty.
