When I go into settings>general>siri to try and change siri's gender, I don't have that gender option. I have to disable siri, then enable, for that option to appear. Once I select male voice, it freezes for a moment, then kicks me back to the Siri menu without a gender option again. And the voice stays female.

Anyone else experiencing this? Wanna make sure before I restore it. Thanks.

Sounds like something is messed up, I would try resetting all settings.
Settings>General> Reset> Erase all content and settings.
If that doesn't work, I would put it into DFU mode and restore it with iTunes and set up as a new phone.
